Whistleblowing Policy

Global Investment Policy Foundation — Reporting concerns about misconduct, ethical violations, and improper conduct.

1. Purpose and Scope

The Global Investment Policy Foundation ("GIPF") is committed to the highest standards of integrity, transparency, and ethical conduct in all aspects of its institutional operations. This Whistleblowing Policy establishes a formal framework for the confidential reporting of concerns about suspected or actual misconduct, unethical behaviour, or violations of applicable laws and institutional policies.

This Policy applies to:

​

  • All employees, researchers, and staff of GIPF

  • Consultants, contractors, and seconded personnel engaged by GIPF

  • Members of the Board of Governors and advisory bodies

  • External parties, including members of the public and representatives of partner institutions, who have reasonable grounds to raise a concern

2. Protection Against Retaliation

GIPF strictly prohibits retaliation against any person who, in good faith, raises a concern under this Policy. Retaliation includes dismissal, demotion, harassment, exclusion, or any other detrimental treatment. Any confirmed act of retaliation will be treated as serious misconduct subject to disciplinary proceedings, up to and including termination of employment or engagement.

3. Confidentiality

GIPF treats all whistleblowing reports with the strictest confidentiality. The identity of a reporter will not be disclosed without their express consent except where:

  • Disclosure is required by applicable law or a court order

  • Disclosure is necessary to prevent an imminent risk to the safety of persons

  • The reporter consents to disclosure

All personnel involved in handling whistleblowing reports are bound by confidentiality obligations. Breach of these obligations is a disciplinary matter

4. Investigation Process
  1. Acknowledgement — All reports received through official channels will be acknowledged within five (5) business days.

  2. Initial Assessment — The Audit & Ethics Committee will conduct an initial assessment to determine whether the concern falls within the scope of this Policy and warrants formal investigation.

  3. Investigation — Where warranted, a formal investigation will be conducted by independent personnel or an external investigator appointed by the Committee. The investigation will be conducted impartially, confidentially, and with due process afforded to all parties.

  4. Outcome — Subject to confidentiality constraints, the reporter will be informed of the general outcome of the investigation within a reasonable timeframe.

  5. Escalation — Where the investigation reveals evidence of criminal conduct, GIPF will cooperate with relevant law enforcement or regulatory authorities as appropriate.

5. Good Faith Requirement

This Policy is designed to protect individuals who raise concerns honestly and in good faith, even if those concerns ultimately prove to be unfounded. Knowingly making a false or malicious report constitutes a serious breach of institutional policy and may result in disciplinary action.

6. Policy Governance

This Policy is approved by the Board of Governors and is subject to annual review by the Audit & Ethics Committee. Any material amendments require Board approval. The most current version of this Policy shall be made publicly available on the GIPF website at all times.
